JR Hokkaido Rail Pass (2026): Prices, Area Passes and Is It Worth It?
You're landing at New Chitose Airport and planning trains around Hokkaido. If you only go between the airport, Sapporo, Otaru and one of Noboribetsu or Furano, a 4-day area pass (¥10,000–¥11,000) is the better buy. The full Hokkaido Rail Pass (5 days from ¥22,000) makes sense once you add a long trip such as Hakodate or eastern Hokkaido.
We checked prices and rules on JR Hokkaido's official Rail Pass page on 7 November 2026. Buying before you arrive is ¥1,000 cheaper than at the station for the main pass.

Area pass or the full Hokkaido Rail Pass?
Sapporo-Noboribetsu Area Pass
4 days. New Chitose Airport, Sapporo, Otaru and Noboribetsu. No JR buses.
Sapporo-Furano Area Pass
4 days. Adds Furano, Biei and Asahikawa. Good for summer flower fields.
Hokkaido Rail Pass
All JR Hokkaido lines except the Shinkansen, plus some JR Hokkaido buses. 5, 7 or 10 days.
All passes run on consecutive days.
Is the Hokkaido Rail Pass worth it?
Hokkaido is big, so one long return trip can cover most of the pass. These are JR Hokkaido's own examples of what the same trips cost with regular tickets.
Sapporo plus Hakodate
A Sapporo–Hakodate return plus an Otaru day trip already costs more in regular tickets (¥23,140) than the 5-day pass.
Airport, Sapporo, Otaru and one more
The 4-day area pass costs ¥10,000–¥11,000, half the 5-day pass or less. Note it doesn't include JR buses.
Sapporo and Otaru only
The subway and streetcar aren't covered anyway. An IC card is simpler.

Collecting the pass and reserving seats
- Bring your real passport A copy or a residence card isn't accepted at purchase or exchange.
- Collect at New Chitose Airport or Sapporo Station Use a counter or a passport-reading machine. JR Hokkaido says new passport-reader machines started on 20 October 2026 (Sapporo 5:30–23:50, New Chitose Airport 7:00–22:00). The machines take JR-EAST Train Reservation pickups and Nippon Travel Agency e-tickets only, so take a paper exchange order or another agent's voucher to the counter.
- Reserve a seat for every limited express All JR Hokkaido limited express seats are reserved, and you can't pick a seat on board. Book online, at a counter or at a machine. You'll need data to check trains and snow delays. A Japan eSIM is set up before you fly.Japan eSIM on Klook ↗
- If a train is full, you may still stand Some limited expresses, including the Hokuto, let you stand without a reserved ticket when all seats are taken (not in the Green Car).
What isn't covered?
- Hokkaido Shinkansen (so not Hakodate to Tokyo)
- South Hokkaido Railway
- Sapporo subway and streetcar
- Area passes: no JR Hokkaido buses
- Green Car costs extra. The SL Fuyu-no-Shitsugen also needs a reserved seat ticket
- Misusing the pass can cost three times the fare
What if…?
…I want to change the start date?
You can't. JR Hokkaido doesn't allow the start date to be changed. You can get a refund at a designated JR counter before the start date, for a 10% fee (¥560 if bought on JR-EAST Train Reservation).
…I'm coming from Tokyo by Shinkansen?
This pass doesn't cover the Hokkaido Shinkansen. Look at the JR East Pass or the JR Pass instead.
…snow cancels my train?
The pass isn't extended or refunded for cancellations or delays. Check JR Hokkaido's service updates on the day.
