NIKKO PASS (2026): World Heritage ¥3,000 or All Area ¥8,000, and Is Either Worth It?
You're going to Nikko from Tokyo on Tobu trains and wondering which NIKKO PASS to buy. For a day at Toshogu and the shrine area, the World Heritage Area pass (¥3,000) is the one to look at. Add up your own fares first, because whether it saves money depends on your route. The All Area pass (¥8,000) is for two or more days with Lake Chuzenji, Yumoto or Kinugawa.
Both passes went up on 20 April 2025 (World Heritage was ¥2,120, All Area ¥4,780 from April to November), so prices in older guides are out of date. The limited express fee and every shrine ticket are extra on both.

World Heritage Area or All Area: which one do you need?
The two passes share the same train part. The difference is the buses: World Heritage covers the buses around the shrines, All Area also covers the mountain road up to Kegon Falls, Lake Chuzenji and Yumoto Onsen.
World Heritage Area · ¥3,000
Tobu round trip from Asakusa, unlimited Tobu trains between Shimo-Imaichi, Tobu-Nikko and Shin-Fujiwara (Kinugawa), and Tobu buses within the World Heritage area. Enough for Toshogu, Rinnoji and Futarasan.
All Area · ¥8,000
Everything above, plus all Tobu bus lines in Nikko (Chuzenji, Yumoto), the Lake Chuzenji cruise (mid-April to November 30), the Edomura shuttle bus, the hybrid bus to Odashirogahara (mid-April to November 30) and one day-use bath at Nikko Astraea Hotel.

Is the NIKKO PASS worth it? How to add up your day
Tobu's pass pages don't list the normal fares next to the pass, and we haven't confirmed them, so we don't print a total here. Add up your own day in a route app before you buy:
The All Area pass is built for longer stays: for 4 days it covers the Chuzenji and Yumoto buses, the lake cruise in season and Tobu trains to Kinugawa, so each extra day of riding adds to its value. On a single day, compare carefully.
What costs extra on top of the pass?
You can ride the slower Tobu rapid and local trains with no extra fee. SPACIA X takes about 1 h 50 min from Asakusa to Tobu-Nikko. Check the timetable for the slower trains before you set off.
How to buy the NIKKO PASS
- Choose the version and buy it online. Tobu sells both passes as digital tickets on its own site. You can also buy a paper voucher online and collect it at Tobu Tourist Information Center Asakusa.
- Or buy in person in Tokyo. Tobu Tourist Information Center Asakusa, AC Hotel by Marriott Tokyo Ginza and Courtyard Marriott Ginza Tobu Hotel sell it from one month before your trip.
- Book the limited express seat separately if you want it. The pass only covers the base fare. Buy the SPACIA X or Revaty seat on Tobu's site or at the station.
- Board at Asakusa or Tokyo Skytree station. Tobu reminds pass holders to check they're on the right train. Tobu's pass page doesn't explain how the pass is used at gates and on buses, so follow the instructions that come with your ticket. You'll want data for bus times on the mountain road and for showing the digital pass.Compare Japan eSIMs on Klook ↗

What if…?
…I don't use the pass after all?
Tobu refunds an unused pass that is still valid at any sales point, minus a cancellation fee. A pass bought on an agency site follows that agency's rules.
…the bus to Lake Chuzenji is stuck in traffic?
In the autumn leaf season the mountain road can be badly delayed, and Tobu says there are no refunds for traffic jams. Leave plenty of time before your train back to Tokyo.
…I want to use the JR Pass instead?
JR runs to JR Nikko via Utsunomiya, and both the JR Pass and the JR Tokyo Wide Pass cover that route. Neither covers Tobu trains from Asakusa. The JR Tokyo Wide Pass also covers the JR–Tobu through limited expresses from Shinjuku, and the JR Pass does not cover their Tobu section. JR Tokyo Wide Pass →
What the official pages said on Nov 7, 2026
Tobu's World Heritage Area page listed ¥3,000 adults and ¥1,500 children for 2 days; the All Area page listed ¥8,000 and ¥4,000 for 4 days.
Both pages said limited express fees and shrine and temple admission are not included, and that the passes are only for foreign travellers.
Both pages noted the Akechidaira Ropeway closure from January 16, 2026 to August 31, 2027.
Tobu's April 2025 price release gave the old prices: ¥2,120 for World Heritage and ¥4,780 for All Area (April–November).
Rather not work out the buses?
If you only have one day and want Toshogu, Kegon Falls and Lake Chuzenji, a bus tour from Tokyo saves the transfers. On your own with the pass you make more transfers but set your own pace.
Before you go
One day at the shrines: the World Heritage pass, if your fares add up to more than ¥3,000. Two days with the lake and Yumoto: the All Area pass. Budget for the limited express fee and the shrine tickets on top.
